Founded in November 1984, Jiangsu Xinjie Textiles Technology Co.,Ltd. (former Qidong Shengcai Garment Accessories Co., Ltd.) specializes in research, development, production and sale of garment interlinings. At present, its launched products include double-point interlinings, powder point interlinings, pulp point interlinings, resin interlinings, powder interlinings, etc. The company realizes an annual productivity of 50 million meters. It is one of completer interlining production bases currently at home.
The company, with a sound organizational structure, implements a general manager responsibility system led by board of directors. At present, it has a series of advanced equipment including Swiss “Santatherm” double-dot coating machines, Swiss “Karachi” powder-pointed coating machines, German “Monforts” setting machines, Taiwan “ASIA” dyeing machines, etc. Moreover, the company has set up a quality test center and a product R & D center which have advanced facilities and complete functions.
Since 1995, the company has successively become a designated interlining supply enterprise of Scientific and Technological Equipment Research Institute of General Logistics Department, Military Representative Bureau of General Logistics Department, Ministry of Public Security, National Bureau of Administration for Commerce and Industries and Armed Police 5303-1 Factory. Over years, it has provided a number of high-quality interlinings for military uniform, policemen uniform and industrial uniform production enterprises and kept good cooperative relations with numerous ordnance factories, wining approval from them by virtue of its stable product quality, timely product supply and perfect after-sales service. In 2004, the company was designated as one of interlining production enterprises of uniforms of 04 non-commissioned officers by Military Representative Bureau of General Logistics Department. As one of two R & D organizations designated by General Logistic Department, the company took charge of research and development of products, winning highly appreciation from the General Logistics Department.

The company confirms raw material suppliers strictly according to the standards of ISO9001:2000 Quality Management System, supervises purchase process, and strictly controls production process. It dynastically manages its qualified suppliers according to quality of raw materials, implements a “4N-6N” management system, wherein 4N means that the company does not accept, manufacture, transfer and hide unqualified products, and 6S means management, reorganization, sweeping, cleaning, quality and safety, in the whole process of production, and implements “One-vote Negation System” product quality tests. Its supervision and inspection department takes full charge of inspection of raw materials, semi-finished products and finished products and strictly controls product quality in processes. Its subordinate quality inspection workshop takes charge of final inspection before delivery of its products, thus ensuring that every meter of its delivered interlinings are qualified and high-quality.
